Action needed as Export Control Policy and training released

Essential that colleagues read this message and take action as needed

The University has introduced a new Export Control Policy and training to ensure colleagues are able to comply with their obligations under the UK’s Export Control legislation.

Export controls are implemented by the UK and other countries to regulate the transfer of certain items across borders. These include:

  • Technology, including ideas and data
  • Physical objects
  • Software

These controls can relate to concerns related to national security; concerns about the potential use of goods and technology for human rights violations, and requirements brought about by foreign policy considerations and international treaties.

The Policy applies to all University staff and students; anyone undertaking activities for or on behalf of the University, irrespective of their location of work; any person operating on University premises; and individuals conducting work at or for the University’s subsidiaries, when their activities involve a UK Export or the Transfer of Controlled Items or where End Use Controls apply.

The Policy has been under development since a successful audit by the Government’s Export Control Office last year, and colleagues from the Compliance and Risk Office have briefed Heads of Schools at Compliance Update events and other meetings.

The new Policy has been developed and approved through our Research Compliance Committee and the Planning and Resources Committee, ahead of a new audit which is expected to take place in summer 2019.

It is essential that all colleagues are aware of their export control obligations. To help colleagues with this, the Compliance and Risk Office has developed a short online training course.

Any staff involved in research at any level should complete the course. If you are in any doubt about whether you must take the course please read the policy first.

PIs who take the training should discuss it with their postgraduate students and ensure that they also complete the course.
