Changes to Export Control Regulations

Research colleagues are asked to review their projects – full details and guidance.
The UK Consolidated Export Control List – the official UK government list of military and "dual-use" (civilian/military) goods, software, and technology requiring export licenses – has been updated.
The changes, which came into force on 16 December 2025, ensure the UK’s export control framework aligns with international commitments.
University research colleagues are asked to review their projects and that of their visitors and students in light of the changes, especially if a previous self-assessment has concluded that they were not controlled because it didn’t hit the threshold described or for not being listed.
