Who decides what is classed as dual use, and what does dual-use mean?
The Export Control Joint Union defines a dual use item as a physical goods, software, or technology designed for civilian use that possess the potential to be adapted for military applications or the proliferation of weapons of mass destruction. Under export controls, classification is based purely on technical specifications, regardless of the intended end-use. If you believe your project may have dual-use concerns, please do contact the team using our online form.
