Define

The main purpose of the Define stage is to build on the approved Project Proposal from the Scoping stage, to present a detailed rationale for the project including the aims and objectives of the project, quantitative and qualitative evidence where appropriate, full analysis of options and robust assessment of the cost, benefits and impact.


The main output of the stage will be a full Business Case and will provide the foundation for managing the project going forward. The business case will include an outline implementation plan and outline communication plan. Following approval of the Business Case the project will move to the Design and Plan stage of the Project Lifecycle.

Business Case

The Business Case is owned by the Project Sponsor and may be written by the business lead or Project Manager, It details the aims of the project and why it should be done now (the Strategic Case), an analysis of possible options (the economic Case) and an outline of how the project will be delivered and the benefits realised. It provides the foundation for the management of the project and provides the detail needed for project approval.

Stakeholder Plan

A stakeholder analysis provides a description on the project’s main interested parties and their importance in relation to the project. The plan will describe the level of engagement throughout the project. Further guidance to help you identify your stakeholders is detailed in section.
